Sena director reports alleged politicking and faces online attacks

Sena director Ricardo Torres Castro has reported alleged corruption and political use of apprentices, ordered audits and is preparing a white paper for the…

--- The context --- The government of President Abelardo De La Espriella has reported alleged irregularities in several state entities before the competent authorities. Within that effort, Sena has become a sensitive front because of its weight in training and youth employment. Its director, Ricardo Torres Castro, has publicly described alleged acts of corruption and political use of the institution. After those interventions, political sectors have questioned his management. --- The facts --- According to the director's own account at a meeting in Boyacá, contractors of the institution allegedly had to make payments to a councillor in Chiquinquirá connected to his salary, a situation that, in his version, would affect several people. He invited those affected to report it and said the institution would accompany them before the Prosecutor's Office. There he asked that an audit plan for Chiquinquirá begin immediately, arguing that the same would be happening in other regions. Although he did not name the alleged culprits, he asked for his words to be made public. Later, in Cúcuta, he reported that apprentices were allegedly being used for political purposes taken to the streets on October 14 for mobilisations. He asked regional managers to monitor the case and protect the trainees. --- The positions --- Several members of the Historic Pact have spoken out against the director after his complaints. Senator Wilson Arias has questioned him and has denied the allegations about an alleged handling of the institution during the previous administration, while publishing videos against him replicated in other regions. In the opposite direction, former senator Carlos Fernando Motoa has maintained that Sena was, in his expression, a bureaucratic stronghold during the previous government and documented in oversight debates. Sources within the institution say each region allegedly has a political patron, which would explain the regional changes. --- What remains unknown --- The results of the announced audits are not yet known, nor is the internal assessment, which is only beginning. The institution is preparing a white paper to establish what happened in the previous administration and whether facts should be brought to the oversight bodies. The document will be delivered directly to the president. --- Unanswered questions --- What evidence supports the alleged payments by contractors to a councillor in Chiquinquirá and has it already reached the Prosecutor's Office? What protection was given to the apprentices who were allegedly used for political purposes on October 14? When will the white paper be known and what reach will its conclusions have? How will merit-based selection be shielded from pressure by any sector? --- EPM analysis --- The case combines three levels: the institutional one, with audits, changes in the interim regional directorates and merit-based selection; the judicial one, because the complaints will only have effects if they reach the authorities with verifiable support; and the political one, because every public complaint is answered on social media with campaigns that can replace verification with a dispute of narratives. 📌 EPM Take: In EPM's view, the complaints attributed to the Sena director must be treated as alleged claims until the competent authorities rule on them, but that prudence cannot become institutional immobility in the face of matters as delicate as those described. The announced audit, the white paper under preparation and merit-based selection offer a verifiable path if they are carried out transparently, with effective protection for apprentices and complainants, and with public results that distinguish a real clean-up from mere political dispute.
