Two soldiers die in Sogamoso before deploying to fight a wildfire

A soldier shot Second Sergeant Héctor Hernando Lozano Burgos at the Tarqui Battalion in Sogamoso and then took his own life.

--- The context --- The early morning of Tuesday, October 20 was meant to be a day of service at Artillery Battalion No. 1 Tarqui, in Sogamoso, Boyacá. A group of soldiers was preparing to travel to Villa de Leyva to confront a fire that since Monday had been consuming vegetation in the La Capilla rural district, in the El Boquerón sector. The men involved belonged to the Corps of Engineers and, according to the accounts that have emerged, had arrived at the Sogamoso battalion 15 days earlier. They were also part of the group linked to the Disaster Prevention Brigade that was due to respond to the emergency in the field. --- The facts --- Inside the battalion a firearms incident took place that left two members of the institution dead, one soldier injured and a dog wounded. The Army described it as a matter under investigation. According to accounts published by local media, after an exchange of words the professional soldier Edwin Malabet Collante took his weapon and shot Second Sergeant Héctor Hernando Lozano Burgos in the back. The non-commissioned officer died. One of the bullets struck soldier Luis Alberto Barrios Carmona, wounding him in one of the little toes of his foot, and also hit a dog from the K-9 component. Afterwards, soldier Malabet took his own life. --- The positions --- The Army reported that, as soon as it learned of the situation, it activated the corresponding institutional protocols and began the actions needed to clarify the facts. It also said it arranged an interdisciplinary team to accompany the families of the deceased soldier and non-commissioned officer, as well as medical care for those affected. For his part, the governor of Boyacá, Carlos Amaya, announced that the Villa de Leyva fire had been brought under control and specified that on this occasion only three hectares were affected. He added that he hopes the competent authorities soon identify those responsible for the fire and stated that whoever caused it deserves the full weight of the law. --- What remains unknown --- The investigation into what happened inside the battalion remains open and its conclusions are not yet known. There is still no official explanation of the earlier exchange of words or of the full circumstances surrounding the shots fired in the early morning. --- Unanswered questions --- What triggered the exchange of words between the soldier and the second sergeant in the early hours of Tuesday? What failures in supervision or coexistence will the investigation detect within a group that had been at the battalion for 15 days? When will the Army deliver verifiable conclusions about the incident and about the condition of the wounded soldier and dog? --- EPM analysis --- The case joins two emergencies in the same territory: a fire in the countryside that demanded a rapid response and an internal tragedy that halted that deployment before it began. 📌 EPM Take: In EPM's view, an institution that sends its members out to face a wildfire cannot allow violence to erupt before they even leave their own battalion, and that is the deepest failure of this early morning. The support for the families announced by the Army is necessary, but it is not enough if the open investigation does not clarify what failed in coexistence, supervision and care among troops who had arrived in Sogamoso only 15 days earlier. Establishing that rigorously is the first way to protect the other service members.
