Soacha declares a public calamity after more than 100 rain emergencies

--- The context --- Soacha, a municipality in Cundinamarca next to Bogota, has since October 14, 2026 faced an intense rainfall episode that also struck the capital and other municipalities in the department, bringing flooding, hail, strong winds and road blockages. --- The facts --- The Soacha mayor's office declared a public calamity after the heavy rains, where since October 14, 2026 crews have handled more than 100 emergencies and removed nearly 980 cubic meters of mud and debris. The measure enables extraordinary resources, the hiring of machinery and reinforced actions in areas with flooding, accumulation of material and damage to infrastructure. The day left one person dead and two injured, along with temporary interruptions between Terreros and La Despensa. In sectors of Bogota, between 40 and 45 millimeters of rainfall accumulated, and on the Autopista Sur several vehicles were trapped by water and mud. Mobility was restored during the night, and cleanup, damage assessment and assistance to families continued. --- The positions --- Mayor Julian Sanchez Perico confirmed the decision on his X account. He explained that the downpours exceeded the capacity of the available equipment and argued that the declaration will allow the response to be expanded with machinery, Vactor equipment and motor pumps in the neighborhoods that flood every time it rains. He also asked the Bogota water utility to strengthen the cleaning of the sewer system it operates in Soacha. Infrastructure secretary Yamile Ruiz warned that the alert will remain in place given forecasts of high rainfall and that the guard cannot be lowered. She added that the municipal risk management system will remain active with its operational bodies and prevention measures in the areas of greatest risk. The Institute of Hydrology, Meteorology and Environmental Studies attributed the episode to a high-intensity, short-duration event within the second rainy season of the year, which will extend through November. Its official Carolina Valencia Monroy explained that, despite the El Nino phenomenon, rainfall will continue, with a significant decrease starting in December. --- What remains unknown --- The plan includes reinforcing 32 critical points across the six comunas, with interventions in Compartir, Ciudad Latina, Ciudadela Sucre, Cazuca and Quintanares. The definitive count of affected families is still unknown: on October 15, cleanup and damage assessment continued with heavy machinery, suction trucks and operational personnel. --- Unanswered questions --- How many families were affected and what support will they receive in the coming days? How long will it take to complete the interventions at the 32 critical points across the six comunas? What prevention will keep the neighborhoods that flood every time it rains from repeating the emergency this season? --- EPM analysis --- The declaration acknowledges that the ordinary response fell short. Its weight is measured not only in the mud removed, but also in the recurrence of the problem in the same neighborhoods and in the dependence on sewer networks whose recovery also involves outside entities. 📌 EPM Take: In EPM's view, the public calamity organizes the immediate response and unlocks urgent tools, but its value will be measured in the coming weeks: whether the 32 critical points receive complete interventions, whether the sewer system is cleaned before the next downpour and whether affected families obtain a clear assessment and effective support. The rainy season extends through November, so the margin for improvisation is minimal and prevention becomes the true test of municipal management.
