Fugitive who escaped in Miami captured in National District

DNCD units and US Marshals, coordinated by the Public Ministry, arrested Sherman Kemp, 47, in the National District, ending a months-long international search…

--- The context --- Sherman Kemp, 47 years old and known as «Goose», was serving a combined sentence of nearly 30 years when, according to the report, he escaped in September of this year from federal custody in Miami, Florida. His record involved drug trafficking charges in two United States jurisdictions and an earlier notoriety that had already placed him on the radar of the federal authorities searching for him. --- The facts --- Special units of the DNCD and the United States Marshals Service (US Marshals), coordinated by the Public Ministry, arrested Kemp on Leonardo Da Vinci street, in the National District. The detention resulted from extensive follow-up and operational intelligence work and, according to the report, ended an international search that had lasted several months. --- The facts --- Kemp was serving his sentence on charges handed down in the District of Maryland and the Eastern District of Pennsylvania. They include conspiracy to distribute more than five kilograms of cocaine, possession of a firearm in relation to a drug trafficking offense, possession with intent to distribute more than 500 grams of cocaine, and conspiracy to distribute and possess with intent to distribute heroin, among others. --- The positions --- The institutions that took part in the operation presented the capture as the closing of a prolonged search for a fugitive considered dangerous. The official account attributes the outcome to coordination among the DNCD, the US Marshals and the Public Ministry, and to the prior intelligence work that located him in the National District, with no incidents reported during the detention. --- What remains unknown --- Kemp gained notoriety in 2004 when he appeared in the Baltimore video titled «Stop Snitching», used, according to the report, by local mafias to intimidate witnesses and prevent them from cooperating with authorities. It was also reported that he escaped on September 11, 2026 during a prison transfer under temporary permission, a detail whose fit with the September escape of this year was not explained with greater precision. --- Unanswered questions --- How did Kemp manage to leave federal custody during a transfer under temporary permission? What control failures allowed him to remain outside for several months? What procedures will his case now follow in Miami after being handed over to the US Marshals? --- EPM analysis --- The case shows the practical reach of police cooperation when a search crosses borders and requires sustained follow-up. It also exposes an underlying tension: a system capable of sustaining an international capture may, at the same time, have allowed the escape of a convicted man with an extensive record. The deportation through Las Americas International Airport (AILA) to Miami closed the Dominican phase and returned Kemp to US Marshals custody. 📌 EPM Take: In EPM's view, Kemp's capture in the National District matters for two reasons that should not be confused. First, it confirms that coordination among the DNCD, the US Marshals and the Public Ministry can close an international search of several months through intelligence and follow-up. Second, it forces a look backward: a man sentenced to nearly 30 years should not have found an escape route during a transfer. Detaining the fugitive repairs the immediate harm, but it does not replace a full explanation of how the escape occurred.
