Colombia caps the value of its new passport contract

Colombia projected up to $240.352.000.000 for passports and travel documents, with a maximum of $240.352.447.851, payments only against accepted delivery and…

--- The context --- Passport issuance cannot pause for people who need to travel, and in Colombia that service is governed by a contract with a ceiling. The Revolving Fund of the Ministry of Foreign Affairs projected up to $240.352.000.000 to secure the production, personalization and delivery of passports and travel documents for up to 15 months, under draft contract 959-2026. --- The facts --- The draft sets 17 December 2027 as the maximum execution date and foresees between 160.000 and 170.000 booklets per month. The process was placed with the Temporary Union Travel Documents 2027, made up of Thomas Greg & Sons de Colombia S. A., Thomas Greg & Sons Limited, based in Guernsey, and Thales Colombia S. A. The Colombian company holds 68%, the Guernsey company represents 3,1% and Thales Colombia S. A. holds the remaining 28,9%. The maximum amount reaches $240.352.447.851, including value added tax, duties, rates, contributions and other applicable costs, while the unit price annex calculates $239.285.399.375, also including tax. Ordinary electronic passports account for the largest share, estimated at $145.357.516.350 for 2.142.810 units, while personalization, custody, preparation and distribution tasks carry a projection of $91.753.825.116. Unit prices are fixed, with no adjustment formula, and remain at levels from earlier periods, with no increases or charges during the term. --- The positions --- The documents state that the final value will depend on the goods delivered and the services the Revolving Fund receives to its satisfaction. The entity does not commit to executing the ceiling and does not guarantee minimum quantities, so the amount operates as an economic limit rather than an assured sum for the contractor. Booklets are paid after delivery, acceptance and entry into inventory, personalization is paid monthly once certified, and visa labels per unit delivered, within 30 calendar days of the accepted invoice. --- What remains unknown --- What remains unknown is the scale of execution, because no minimum is guaranteed and every payment requires certified delivery. The Foreign Ministry, led by Omar Bula, based the direct contracting on Resolution 12973 of 17 September 2026, which declared manifest urgency following the provisional suspension ordered by the Administrative Tribunal of Cundinamarca. The agreement allows early termination if a new provider begins operating or if the judicial conditions change. --- Unanswered questions --- How many of the planned 2.142.810 units will ultimately be delivered and accepted? What share of the $240.352.447.851 ceiling will actually be executed during the term? When will the provider selected in a new process begin operating, and what will happen to this agreement at that point? Will the judicial conditions that motivated direct contracting change before the maximum date set in the draft? --- EPM analysis --- The scope covers ordinary, executive, diplomatic, official, border, emergency and exempt electronic passports, as well as travel documents, booklets for land crew members and visa labels with a machine-readable zone, plus printing, storage and delivery of those labels. Budget predictability rests on supervision certifying each delivery before disbursement is authorized. 📌 EPM Take: In EPM's view, the decisive feature is that its ceiling is not a guaranteed payment, because money flows only against booklets delivered, accepted and entered into inventory and against services certified by supervision, with fixed unit prices and no minimum assured to the contractor, a structure that keeps the service running while making execution, rather than the headline figure, the proper measure by which the public should judge its results over time and by the continuity the service provides to every applicant planning a journey abroad.
