Aviators warn of the cost of moving pensions to Colpensiones

--- The context --- A letter from Civil Aviators addressed to President Abelardo De La Espriella and Vice President José Manuel Restrepo has opened a debate over the future of pensions in the aviation sector. The document concerns the transfer of members from CAXDAC to Colpensiones, a proposal inherited from the previous government. --- The facts --- According to the letter, keeping that proposal could cost Colombians more than 9 trillion pesos. The obligations of 790 current and future pensioners are backed 100 % by private reserves and today do not cost the State a single peso, according to the signatories. The aviators also pointed out that there is already a bill of $217.478 millones, equivalent to 217,478 million pesos, for the country from the transfer of 85 members. Colpensiones accepted those transfers in October 2026 and, according to the letter, the cost ended up being charged to the State. --- The positions --- The signatories asked, as a warning, why an entity that has resources to pay pensions until September 2120 would be dismantled. They recalled that CAXDAC has spent more than 30 years paying monthly pensions without delays and without receiving public resources, and warned that the order to transfer 347 members threatens its operation. The Ministry of Labor, for its part, reported an institutional route to address the financial situation of CAXDAC. According to the ministry, the decision seeks to protect the pension rights of members and ensure that the obligations related to their retirement can continue to be met. --- What remains unknown --- A detailed government response to each of the calculations presented in the letter is not yet known, nor is the full scope of the announced institutional route. It is also unclear how obligations and resources will be organized during the proposed migration. --- Unanswered questions --- What will be the official response to the costs identified by the aviators in their letter? How will it be guaranteed that no pensioner sees the timely payment of their pension affected during the process? What will happen to the private reserves that today back the obligations of the 790 pensioners? --- EPM analysis --- The case pits two concerns against each other: the sustainability of a fund facing difficulties identified by the labor authority, and the protection of rights financed with private reserves. Any decision should be measured by its real effect on pensioners and public finances. 📌 EPM Take: In EPM's view, this debate should be resolved with full transparency on the figures and with the protection of pensioners as the central criterion, without turning well-funded private obligations into an unnecessary burden for the State or weakening the trust built over more than three decades of punctual payments. The aviators' letter provides concrete data that deserve a detailed response, and the institutional route announced by the Ministry of Labor will have to show, step by step, that it improves the security of pensions without shifting avoidable costs to all Colombians.
