Junco proposes keeping the 35% rate for large firms and relieving small businesses

--- The context --- A proposal to modify Colombia's tax system opened a new chapter in the debate over the Economic Rescue Law, according to the information released. --- The facts --- Lisandro Junco, former director of the National Directorate of Taxes and Customs (DIAN), proposed keeping the 35% income tax rate for large companies and concentrating tax benefits on micro, small and medium-sized businesses. --- The facts --- The initiative was presented during an economic summit of the Centro Democrático party. Junco proposed using the Simple Tax Regime as the main tool to reduce the tax burdens of small and medium businesses. --- The positions --- His proposals include widening the income limits so more companies can join that mechanism, setting differentiated rates according to size and economic activity, and preserving benefits related to health and parafiscal contributions. --- The positions --- The former DIAN director considers that cutting the income tax for all companies would cost the State close to 12 trillion pesos. For that reason, large companies would keep the current rate while smaller businesses receive greater facilities. --- What remains unknown --- The discussion runs parallel to the Economic Rescue Law bill presented by the Government on October 29, 2026, which proposes reducing the general rate from 35% to 33% in 2027 and to 31% from 2028. Congress has not yet decided on either path. --- Unanswered questions --- Will Congress adopt the formula of concentrating relief in the Simple Tax Regime? How much exactly would each alternative cost public finances? How would the differentiated rates by size and economic activity end up? --- EPM analysis --- What was presented is a proposal inside an open debate, not an adopted decision. Its real scope will depend on the legislative process and on the figures that back it. 📌 EPM Take: In EPM's view, the formula attributed to Junco adds a useful criterion to the debate: concentrate relief on small and medium businesses through the Simple Tax Regime and protect the revenue that funds the State. The discussion is technical, and it is up to Congress, within the process the Government opened with the Economic Rescue Law, to decide which combination best protects jobs and public finances.
