Colombian forces capture alleged ELN finance chief Carrito in Bolívar

Leivis Enrique Valero Castillo, alias Carrito, was captured in the village of Mina Nueva, in Santa Rosa del Sur, during operation Ocaso.

--- The context --- In southern Bolívar, a rural area of Santa Rosa del Sur became the focus of an operation against the ELN. There, forces detained a man whom authorities describe as a relevant figure within an armed structure. --- The facts --- The detention took place in the village of Mina Nueva, in the municipality of Santa Rosa del Sur, during the military operation Ocaso, carried out by the Military Forces in coordination with the National Police. The detainee is Leivis Enrique Valero Castillo, known by the alias Carrito, the alleged principal leader of the Guamocó Resistance Front and the suspected head of illegal finances for the ELN Darío Ramírez Castro War Front. According to official information, he was also the right hand of alias Omar or Casinga. During the operation, forces seized 1 handgun, 63 cartridges, 3 magazines, 1 hand grenade, melted gold, cash in an amount yet to be established, 2 cell phones and 42 USB drives. The items were placed at the disposal of the competent authorities and the detainee was placed at the disposal of the justice system. --- The positions --- The official position presents the capture as a blow to the armed and financial capacities of that ELN structure. That allegation reflects the authorities account and must be assessed through the judicial process, because the detainee is an alleged responsible party and not a convicted person. --- What remains unknown --- The exact amount of the seized cash is still unknown. The origin of the melted gold and the money has not been established either, nor has the content of the cell phones and USB drives, matters that authorities will have to clarify. --- Unanswered questions --- What concrete evidence supports the alleged role of alias Carrito in the illegal finances described by authorities? What content is stored on the 2 cell phones and the 42 USB drives that were seized? What is the origin of the melted gold and the cash found during the operation? --- EPM analysis --- The value of this capture is not measured only by the seized material. Its importance will depend on whether the investigation can demonstrate, with verifiable evidence, the links now attributed to him and whether that information can affect the alleged finances, respecting due process. 📌 EPM Take: In EPM's view, the detention of alias Carrito should be read with caution and with a demand for proof. The official allegation places him at a central point in an ELN structure, but that condition still has to be proven before the courts. The focus therefore cannot rest only on the announcement of the operation. What matters is the fate of the seized gold, money and devices, the strength of the investigation and an institutional response that protects communities in southern Bolívar without turning an allegation into an early conviction.
