Jaime Moreno case: family seeks absent-person process for alleged promoter

--- The context --- Jaime Esteban Moreno, a Systems Engineering student, was beaten to death after an attack on October 31, 2025, in Chapinero, Bogotá. His family now focuses on a woman identified as the alleged promoter, who has not appeared. --- The facts --- The family's legal team wants the investigation to move forward without waiting for Kledimar Paola Fernández Ulvara, identified as the alleged promoter, to appear. Lawyer Camilo Rincón argued that prosecutors can link her as an absent person and that her absence does not halt the case. Speaking to the press, Rincón explained that tracking work is under way and that there are indications she may be in Venezuela. He also said hearings have already been held to link her as an absent person and that progress is being made. --- The positions --- Rincón explained that the strategy calls for closing first the case against the other two people linked to the events and then focusing on Fernández's file. Moving gradually, he argued, reduces risks and errors, because covering too many fronts weakens the process. Rincón expressed confidence that the case will not remain as it is. Jaime Alberto Moreno, the student's father, asked that the woman appear and answer for her alleged role, put her age at 24, ruled out a personal dialogue different from that demand, questioned that she remains beyond the authorities' reach and expressed his wish that she surrender voluntarily. --- What remains unknown --- There is no confirmation that she has appeared or that her whereabouts are officially established. Her alleged role must be assessed by the courts, in her presence or absence, as her linkage advances. --- Unanswered questions --- Where is the woman identified as the alleged promoter of the attack? When will her formal linkage as an absent person be completed? What outcome will come first in the case against the other two linked people? --- EPM analysis --- The family separates two timelines: closing an already linked case and then building, with less dispersion, the file on the absent person. That sequence seeks strength without giving up the claim, whose alleged role still lacks a definitive answer. 📌 EPM Take: In EPM's view, the value of this strategy is that it turns neither absence into impunity nor haste into judicial error. Moving forward as an absent person, closing the linked case first and sustaining the tracking respects due process for the woman identified as the alleged promoter and, at the same time, honors the legitimate demand of a family asking for earthly justice, in her presence or absence, without replacing the ruling that belongs only to the competent judges.
